The information processor 200 acquires a work condition corresponding to a work item number included in the acquired work procedure with reference to a work condition management DB 270. The information processor 200 determines whether the acquired condition is satisfied in the target system with reference to a configuration management DB 230. When determining that the work condition is not satisfied, the information processor 200 acquires a work item number of work to be added from the work condition management DB 270, and adds the acquired work item number to the work procedure. The information processor 200 generates a work procedure manual on the basis of the work item number including in the work procedure.
