The work protection system comprises key data generating apparatus and a terminal device. The key data generating apparatus converts first key data used for utilization of contents, on the basis of predetermined conversion rules to generate second key data, uses the device key possessed only by a proper terminal to encrypt second key data, and outputs encrypted key data. The terminal acquires the encrypted key data, uses the device key possessed by the terminal to decode the encrypted key data and produce the second key data, converts the generated second key data, on the basis of reconversion rules corresponding to the conversion rules, to generate the first key data and utilizes the contents, by using the produced first key data.
