PURPOSE: To properly allocate the jobs to the workers in accordance with the individual worker's ability time, the working subjects, the working forms, the number of jobs, and the time required for picking up one of products, and the moving time of workers.

CONSTITUTION: A controller 27 subtracts the moving time of a worker from his/her ability time obtained from a reference table 11 for ability time via an arithmetic unit 15 for four rules of arithmetic and defines the result of this subtraction as the real working time. Then the controller 27 obtains a subject coefficient and a working form coefficient for operations based on the working subject and the working form which are inputted to an input device 17 via a coefficient conversion table 23 for subjects and a coefficient table 21 for working forms. At the same time, the basic picking time of a product, i.e., the subject of work is obtained from a picking time table 19 for products. Then a picking content sallocating device 13 allocates the number of following products so that the working time does not exceed the real working time and at the same time is approximate to this real working time.
