To provide a woven or knitted fabric capable of maintaining a feeling, physical characteristics, and processability which are not different from those of conventional acetate woven or knitted fabrics, having an excellent flame-retardant performance, without forming a noxious gas, and especially suitable as a base cloth for a pressure-sensitive adhesive tape.

This woven or knitted fabric contains a cellulose acetate fiber, wherein the fiber contains a non-halogen-based condensed phosphoric acid ester in an amount of ≤40 mass% and a concentration of phosphorus elements in the fiber is ≥0.4 mass%. The base cloth for the pressure-sensitive adhesive tape is given by using the woven or knitted fabric.
