To extremely easily wind a wrap while stretching it by constituting the device of a rotation device composed of a handle for rotating a rotary shaft and a supporting member for rotatably supporting the rotary shaft and a fixing device for fixing the rotation device.
The supporting part is inserted to the through-hole of a power rack 10 as a fixed part and fixed by a nut 6. Then, a core material 7 is externally fitted to the rotary shaft 2 as shown in the figure (a), the fitting groove 8 of the rotary shaft 2 and the slit of the core material 7 are matched and one end part of the wrap W is fitted from the slit to the fitting groove 8. Then, after rotating the rotary shaft 2 about once by lightly rotating the handle 3, the wrap W is wound while being strongly stretched as shown in the figure (b), and when it is completely wound, it is detached along with the core material 7 from the rotary shaft 2 as shown in the figure (c). The wrap W wound in a columnar shape while being strongly stretched in such a manner is extremely lightly pulled out from the rotary shaft 2 and the wrap W is easily wound.
