This wrapping paper-inspecting device is equipped with a speed sensor for outputting a speed signal proportional to the transporting speed of the wrapping paper delivered by a wrapping paper-feeding device, a suction pump 14 sucking the one side surface of the wrapping paper through a sucking portion having a cavity having approximately smaller shape than that of the position of the prescribed substance applied or pasted on the wrapping paper, a pressure sensor 18 installed at the sucking portion, and measuring the inner pressure of the sucking portion and outputting a pressure signal and a wrapping paper-inspecting part for judging the defect of the prescribed substance installed at the wrapping paper based on the correlation of the speed signal outputted by the speed sensor with the pressure signal outputted by the pressure sensor.
