PROBLEM TO BE SOLVED: To continue forming high-quality images continuously for a long period while ensuring sufficient durability and charge providing property of a carrier.SOLUTION: A carrier for electrostatic latent image development includes a plurality of carrier particles 40 each including a carrier core 41, a first coat layer 42 and a second coat layer 43 coating the surface of the carrier core 41. The first coat layer 42 and second coat layer 43 have a laminated structure in order from the surface of the carrier core 41, the first coat layer 42, and the second coat layer 43. The first coat layer 42 covers the entire surface of the carrier core 41. The second coat layer 43 partially covers the surface of the first coat layer 42.
