A radio communication system is provided in which the information regarding a second carrier not having an individual first identifier can be exchanged between radio base stations so that the inter-cell interference avoidance technique or load balancing control is enabled even in connection with the second carrier not having the first identifier in the same way as with the first carrier having the first identifier. A radio base station (eNB1) informs another radio base station (eNB2) about the configuration information of the second carrier, such as NBC or EC, not having the individual first identifier, as the configuration information of the second carrier is correlated with the first carrier, such as BC, having the individual first identifier. The radio base station (eNB1) also informs the other radio base station (eNB2) about the load information and the resource usage status of the second carrier, such as NBC or EC, not having the individual first identifier to perform inter-cell interference avoidance and load balancing using the resource usage status and the load balancing.
