PROBLEM TO BE SOLVED: To provide an illuminating device capable of raising the concentration in a short time, and maintaining the concentration for a long time.SOLUTION: An illuminating device includes a light source capable of emitting a plurality of types of light having different color temperatures, and a control unit for controlling the light source so that the color temperature of light emitted from the light source has a predetermined color temperature. The control unit controls the light source so that the light emitted from the light source is maintained at a first color temperature T1 in a first period t1, the light emitted from the light source changes gradually from the first color temperature T1 to a second color temperature T2 lower than the first color temperature T1 in a second period t2, and then the light emitted from the light source is maintained at the second color temperature T2 in a third period t3 longer than the first period t1.
