PROBLEM TO BE SOLVED: To appropriately determine whether to distribute a set of advertisements relating to each other.SOLUTION: The determination device includes an acquisition unit and a determination unit. The acquisition unit acquires information on action history of a user. The determination unit determines whether to distribute a set of advertisements relating to each other to a terminal device used by the user on the basis of the information on action history of the user acquired by the acquisition unit. For example, the determination unit determines whether to distribute a set of advertisements to the terminal device as advertisement on the basis of a time zone during which distribution of advertisement is required and a time zone during which content access is performed a predetermined number of times or more in action history of the user.SELECTED DRAWING: Figure 2
