PROBLEM TO BE SOLVED: To provide a developing device which suppresses occurrence of scratches on the surface of a developer carrier and can maintain stable development performance even in use under various environments over a longer period of time, and to provide a developing device using the same.SOLUTION: A developer carrier contains a binder resin, irregularity imparting particles, and conductive fine particles having a number average particle size smaller than that of the irregularity imparting particles on a base thereof. The irregularity imparting particles have a surface layer contained in a projection formed of the irregularity imparting particles in a non-exposed state provided therein, the surface layer has such a strength that a maximum valley depth Rv of scratches obtained by relative movement in a load contact state of a sapphire terminal is 7.0 μm or less, and has such flatness that S2/S1 and S3/S1 in an area (S1) of a virtual polished surface at a specific position of the projection, in a surface area (S2) in a portion where a height from the surface of the base of the projection is 0.8 or more, and a surface area (S3) in a region having the same area as that in S1 where there is no projection are 1.5 to 2.5.SELECTED DRAWING: Figure 1
