PROBLEM TO BE SOLVED: To provide a conductive sponge roller that can provide an arbitrary cell diameter and is excellent in adjustment of an electric resistance value, and an image forming apparatus including the conductive sponge roller.SOLUTION: There is provided a conductive sponge roller formed of millable type silicone rubber, unexpanded micro-balloon, and chemical forming agent, and containing a conductivity application agent, and including a foaming elastic layer that includes cells having an Asker C hardness of 10 degrees or more and 65 degrees or less, formed of the unexpanded micro-balloon and chemical foaming agent, and having an average cell diameter of 50 μm or more and 500 μm or less, where within a volume resistance value range of LogΩ=3 to 9, a variation in resistance value between the case where the average cell diameter is small and a case where the average cell diameter is large is within LogΩ=1.0.
