To make it possible to read information stored in an ID tag only in a permitted range as to a reader/writer for RF ID tags.
An information processor (100) for reading an ID tag (110) is provided with storage means (162, 164) for storing the attribute information of the information processor (100) and the access policy information of the information processor (100) which is used for accessing the ID tag, a confirmation means (158) for confirming that the attribute information and the access policy information are not tampered, a control means (134) for determining a program to be applied and a decryption key from the access policy information confirmed as an untampered information in accordance with the attribute information, access means (136, 138) for detecting the sort of the ID tag and reading encrypted information stored in the ID tag by using the program, and an encrypting processing means (154) for decrypting the encrypted information by using the decryption key and generating unencrypted information.
