Abstract:

PROBLEM TO BE SOLVED: To reduce a modification amount of an existing system in an information retention institution, and improve efficiency of personal information inquiry processing.SOLUTION: A personal number storage unit 112 stores therein a personal number management table that shows encrypted personal numbers obtained by encrypting personal numbers stored in a plurality of information retention institution apparatuses, and that indicates two or more encrypted personal numbers of the same person while being associated with one another. A communication unit 113 receives an inquiry message, from one of the information retention institution apparatuses, to request transmission of personal information including the encrypted personal numbers obtained by encrypting the personal numbers stored in the information retention institution apparatus and stored in the other information retention institution apparatuses. A persona number management unit 111 extracts the encrypted personal numbers stored in the other information retention institution apparatuses associated with the encrypted personal numbers in the inquiry message, and replaces the encrypted personal numbers in the inquiry message with the extracted encrypted personal numbers. The communication unit 113 transmits the inquiry message after replacement to the other information retention institution apparatuses.
