PROBLEM TO BE SOLVED: To provide a charging member that reduces electrostatic attachment of toner or toner external additive to a surface of the charging member and exhibits stable charging performance even after a long-term use.SOLUTION: A charging member comprises a substrate and a surface layer on the substrate; the surface layer contains polymetalloxane including an atom of at least one metal selected from the group consisting of aluminum, zirconium, titanium, and tantalum; the atom of at least one metal in the polymetalloxane is coupled with a specific group.SELECTED DRAWING: None
