To provide a photocatalyst that has high water decomposing activity without using rare metal.SOLUTION: A photocatalyst 10 has a TiO2-containing particle 11 having a CrNi oxide 12 supported thereon. The ratio of the molar amount of Cr to the total molar amount of Cr and Ni contained in the CrNi oxide, Cr/(Cr+Ni), is 0.4 or more and less than 1.0.
