SOLUTION: A provider system 10 is equipped with a communication management system 11 that manages a provider member's Internet connection, a settlement system 12 that puts settlement into practice when the user purchases commodities at a store 20 and a user information database. If the payment has been settled using the settlement system 12 when the provider member purchases a specific commodity at the store 20, the information management system 11 makes the Internet service charge to the provider member free for a certain period.
