To provide roof panels and roof structures that prevent gaps from occurring in stepped areas, ensure thermal insulation, and simplify installation.SOLUTION: There is provided a roof panel 1 comprising a plurality of roof panels that are superimposed on each other's edges in a state in which the edges are arranged downwardly in the sloping direction and the superimposition forms a stepped portion 73 according to the panel thickness, which comprises a front face material 10, a back face material 20, and a core material 30 disposed between the front and back face materials 10 and 20.
