PROBLEM TO BE SOLVED: To provide a signal processing device or the like which is adaptable to multiple kinds of error-correction coding processing without adding a new circuit or increasing processing.SOLUTION: An outer code processing part 13 adds to data any one kind of error-correction outer code among multiple kinds of error-correction outer codes. A scramble processing part 12 is capable of applying scramble processing to the data to which the one kind of error-correction outer code is added and data to which error-correction outer codes are not added. A processing order determination part 14 determines a processing order of processing in a data frame synchronous processing part 11 and the processing in the scramble processing part 12 in accordance with the kind of error-correction outer code to be added by the outer code processing part 13. In accordance with the processing order that is determined by the processing order determination part 14, one of the data frame synchronous processing part 11 and the scramble processing part 12 first performs processing and the other processing part applies processing to data to which the processing by the one processing part has been applied.SELECTED DRAWING: Figure 9
