To provide means that enables casually carrying out Internet-mediated dialogue without the need for prior preparation.SOLUTION: In the system of the present invention, a service recipient (the calling user), who want to receive provision of an information provision service by an expert etc. over the Internet, can input into a smart phone Web browser the URL of a calling Web page of a partner with whom the service recipient wishes to consult (the service provider, the receiving user) and touch-operate a "Call" button included in the calling Web page displayed on the Web browser, thereby calling a smart phone carried by the service provider by continuous ring tone emission or continuous vibration. When the service provider touch-operates an "answer" button in response to a call in the own smartphone, it is enabled to carry out dialogue by voice, video or text between the smart phone of the service recipient and the smart phone of the service provider.SELECTED DRAWING: Figure 3
