PROBLEM TO BE SOLVED: To provide a terminal management device capable of improving convenience while keeping power consumption down.SOLUTION: A terminal management server receives an incoming call notice destined to a terminal from a mail server when a notification condition is met S401. Receiving the incoming call notice, the terminal management server confirms state information corresponding to a terminal identifier in the incoming call notice in a database stored in a storage unit, and determines whether the terminal is in a power saving state or not S402. If the terminal is in the power saving state, the terminal management server generates a notification message including a notice identifier on the basis of the incoming call notice, and transmits the notification message as an SMS message to the terminal via a first communication unit and a base station (CS) S403.SELECTED DRAWING: Figure 5
