PROBLEM TO BE SOLVED: To control a cell using a non-assigned frequency band or a shared frequency band efficiently.SOLUTION: A terminal communicating with a base station device includes an upper layer processing unit for setting at least one first serving cell and at least one second serving cell. Any one of the first serving cells is a primary cell, the first serving cell other than the primary cell is a secondary cell, and the second serving cell is a secondary cell. Setting of the secondary cell, i.e., the second serving cell, is different from setting of the secondary cell, i.e., the first serving cell.SELECTED DRAWING: Figure 4
