PROBLEM TO BE SOLVED: To provide a vehicle control system, vehicle control method and vehicle control program that can alleviate insecurity affecting persons around a vehicle.SOLUTION: A vehicle control system 100 comprises: a detection unit that detects a surrounding situation of a vehicle; an automatic drive control unit 130 that executes an automatic drive of automatically implementing at least one of speed control of the vehicle and steering control thereof on the basis of the surrounding situation of the vehicle detected by the detection unit; a recognition unit that recognizes a moving body existing around the vehicle on the basis of the surrounding situation detected by the detection unit; and a transmission unit that transmits information for causing a terminal device to call attention in a direction where a direction of the moving body recognized by the recognition unit is excluded.SELECTED DRAWING: Figure 2
