PROBLEM TO BE SOLVED: To provide a packaging material capable of packaging packaged bodies with more various configurations properly, and provide a manufacturing method of a package using the packaging material.SOLUTION: A packaging material A1 comprises: a base material 1; a shrinkable cylindrical film 2 for packaging at least a part of a packaged body 4; and a joining body 3 for joining the cylindrical film 2 to the base material 1. The cylindrical film 2 comprises: a first packaging part 21 for packaging a first packaging part 41 of the packaged body 4 and a second packaging part 22 for packaging a second packaging part 42 of the packaged body 4; and a cut-off planned part 23 which partitions at least parts of the first packaging part 21 and second packaging part 22 and can be cut off in a shrinkage process. The joining body 3 comprises a first joining part 31 for joining the first packaging part 21 of the cylindrical film 2 to the base material 1 and a second joining part 31 for joining the second packaging part 22 of the cylindrical film 2 to the base material 1, and is provided at a position avoiding the cut-off planned part 23 in a thickness direction view of the base material 1.
