The present invention addresses the problem of providing an actuator and a coil unit which enable size reduction. In an actuator (camera driving device 10) according to the present invention, when a movable unit (60) is in a neutral state of not rotating with respect to both an axis (1b) and an axis (1c) , the direction of a first synthetic vector obtained by synthesizing two first vectors directed to a pair of first magnetic yokes (710) of magnetic attraction force (F1) between a pair of first drive magnets (620) and the magnetic yokes (710), and the direction of a second synthetic vector obtained by synthesizing two second vectors directed to a pair of magnetic yokes (711) of the magnetic attraction force F1 between a pair of second drive magnets 621 and the magnetic yokes (711) are directed toward an object to be driven with respect to a plane including the axis (1b) and the axis (1c).
