The purpose of the present invention is to provide: a polyisocyanate composition in which isocyanate monomers are reduced to such an extent that the isocyanate monomers are considered to have no impact on the human body or the environment, and which maintains an adhesive function that is equivalent to the adhesive function of currently available urethane reaction-type two-pack type curable adhesives; and a two-pack type curable adhesive which uses this polyisocyanate composition.　The present invention provides: a polyisocyanate composition which contains a compound (A1) that has one or more isocyanate groups having a number average molecular weight of more than 280 and an isocyanate monomer (A2) having a number average molecular weight of 140 to 280, wherein the added amount of the isocyanate monomer (A2) is 0.001% by mass to 0.1% by mass relative to the solid content of the polyisocyanate composition; a two-pack type curable adhesive which contains this polyisocyanate composition and a composition (Y) that contains a compound having a group which is reactive with an isocyanate group; and a multilayer body and a packaging material, each of which uses this two-pack type curable adhesive.
