Abstract:
The present invention relates to an apparatus and to a method for activating a polar solvent the molecular structure of which has an electric dipole. The apparatus comprises: a water purifying filter (20) for filtering impurities from the polar solvent; a reaction column (30) for refining and exciting several times the polar solvent impurities which are filtered by said water purifying filter (20); a gas supplier (40) for supplying hydrogen or oxygen gas to the polar solvent which has been refined and excited by said reaction column (30) so as to semi-stabilize the polar solvent; and a reservoir (50) for storing the polar solvent which is refined and excited by said reaction column (30) and semi-stabilized by at least one of the hydrogen and oxygen gases. Thus, the hydrogen bond of said polar solvent is broken and gas molecules are supplied to place the polar solvent into a semi-stabilized state, thereby obtaining a semi-stabilized polar solvent having a high content of dissolved hydrogen at reduced cost and effort.
