The present invention relates to an apparatus and a method for providing locations at a specific time of a plurality of moving objects, and comprises: a synchronization module for receiving location information of a moving object from a communication device and synchronizing the same; a database for storing first location information of the moving object; and a location estimation module for calculating second location information at a specific point in time by using the first location information.
