An automatic off-line MBR membrane bioreactor having air and water combined flushing, comprising a PLC automatic control cabinet (18), an MBR reactor (1), an MBR membrane assembly (2) and a rotation cover (3). The top part of the MBR reactor (1) is provided with an annular guide rail (6), the rotation cover (3) is installed on the annular guide rail (6), and a lifting device is provided above the MBR reactor (1); an inner wall of the rotation cover (3) is provided with a flushing pipe network (9), and the flushing pipe network (9) is provided with an external port; the external port is connected to a gas flushing pipe and a water flushing pipe by means of a three-way reversing valve (10), the gas flushing pipe is externally connected to an air pump, the water flushing pipe is externally connected to a water pump, and the three-way reversing valve (10) is an electromagnetic reversing valve; the air pump, the water pump and the three-way reversing valve are respectively connected to the PLC automatic control cabinet (18), the flushing pipe network (9) is provided with a plurality of nozzles, and when the nozzles spray gas or water, a recoil force which is able to drive the rotation cover (3) to rotate along the annular guide rail (6) is generated.
