Provided in the present invention are a ballast bed resonant plate and a manufacturing method therefor. The manufacturing method comprises the following procedures: a sheet preparation procedure: refining and calendering a rubber material, and then performing cutting to obtain at least two rubber sheets, which respectively serve as an upper rubber sheet and a lower rubber sheet; an adhesive coating procedure: respectively coating two surfaces of a metal plate with an adhesive to form an upper adhesive layer and a lower adhesive layer; and a vulcanization procedure: sequentially putting the lower rubber sheet, the metal plate and the upper rubber sheet into a mold cavity for mold closing and vulcanization, wherein the upper adhesive layer corresponds to the upper rubber sheet, and the lower adhesive layer corresponds to the lower rubber sheet. Thus, when the ballast bed resonant plate of the present invention is mounted on a ballast bed, the ballast bed resonant plate can be used to reduce, by means of the action of resonance, the influence of vibration of the ballast bed, and has a good damping effect.
