[Problem] To provide a balloon catheter and a balloon arrangement method in which separation of a drug coated on the outer surface of a balloon can be suppressed. [Solution] A balloon catheter 10 in which a balloon 30 coated on the outer surface with a drug is arranged inside a protective tube 15. The balloon 30 has a vane 32 protruding outward in the radial direction and a foundation 35 in contact with an inner tube 22. The vane 32 has a vane distal end 51 located on the protruding side, a vane proximal end 53 connected to the foundation 35, and a vane middle part 52 located between the vane distal end 51 and the vane proximal end 53. The vane distal end 51 has a vane distal end outer part 51A facing the protective tube 15 side and a vane distal end inner part 51B facing the inner tube 22 side. The vane middle part 52 is formed by the inner surfaces of the balloon 30 being in contact with each other. The vane distal end outer part 51A is in contact with the inner circumferential surface of the protective tube 15. The vane middle part 52 and the vane proximal end 53 are distanced from the inner circumferential surface of the protective tube 15.
