[Problem] Generating an instruction for printing, from information to be signified with a barcode, the barcode which signifies the information, and presenting a barcode in a display with high precision of scanning by a scanner, is desired. [Solution] To solve the problem, provided is a barcode instruction generating device, etc., comprising: a content information acquisition unit which acquires content information to be signified with a barcode; a print instruction generating unit which generates, from the acquired content information, a print instruction using a print width unit of a print device such that bars which configure the barcode satisfy a barcode definition regulation print width ratio in a range which is scanable and computable with a scanning device; and a display presentation instruction generating unit which generates, from the acquired content information, a display presentation instruction using a display presentation width unit of a display device such that bars which configure the barcode satisfy a barcode definition regulation display presentation width ratio in the range which is scanable and computable with the scanning device.
