The present invention proposes a technology for increasing a reception success rate of a downlink packet and improving quality of Internet of Things (IoT) services, by implementing an enhanced downlink base station selection method in which a design difference in downlink signal transmission strengths between base stations can be taken into consideration, when a downlink base station for a terminal is selected.
