Abstract:
Provided is a base station device that is mounted in a flying body, forms a communications area on the ground, and provides a wireless communications service to a user terminal inside the communications area. The base station device comprises: a CPU; a determination unit that determines whether or not to execute congestion control for the wireless communications service, on the basis of the usage state of a CPU stack message cue for the CPU; and a congestion control execution device that executes congestion control if the determination unit makes a determination to execute congestion control.
