Abstract:
Provided is a base station that can reduce the number of handovers in movements between cells in a case where cell placement patterns are different for different band frequencies. A base station forms, for a plurality of frequencies, a plurality of cells by use of cell placement patterns predetermined for the respective frequencies. The base station receives, from a mobile station, a measurement report indicating that the communication quality of a second cell is better than the communication quality of a first cell. The base station determines whether the speed of the mobile station is greater than or equal to a threshold value. In the case where the communication quality of the second cell is better than the communication quality of the first cell, when the speed of the mobile station is less than the threshold value, the base station transmits, to the mobile station, a signal requesting a handover from the first cell to the second cell, and when the speed of the mobile station is greater than or equal to the threshold value, the base station does not transmit, to the mobile station, the signal requesting the handover from the first cell to the second cell.
