Provided is a radio terminal (20) comprising a control unit (23) that transmits buffer information (25) about a reception buffer (24) in response to a request from a base station (10) and receives control information (15) about aggregation of a plurality of radio resources from the base station (10) that, on the basis of the buffer information (25), controls whether or not to aggregate the plurality of radio resources.
