This base station which is used in a traffic communication system is provided with: a communication unit that receives, by wireless communication, information transmitted from a vehicle traveling along a road; and a control unit that, on the basis of the information received by the communication unit, identifies a travel behavior that includes a travel path of the vehicle on the road. The control unit executes a first process for carrying out statistical or machine learning with regard to the identified travel behavior for each of a plurality of vehicles traveling along the road and a second process for making a determination regarding the presence of a traffic obstruction on the road, as well as the position of the traffic obstruction, on the basis of the result of the first process.
