Abstract:
In the present invention, a base station according to first characteristics is used in a mobile communication system. The base station is provided with: a transmission unit that uses a downlink subframe to transmit control signals and data over an unlicensed bandwidth; and a control unit that controls transmission by the transmission unit. The downlink subframe includes a PDCCH section to which the control signals are allocated and a PDSCH section to which the data are allocated. When there is an empty region of the PDCCH section that does not have a control signal allocated thereto, the control unit allocates a dummy signal to the empty region.
