A battery heating system (100), an electric vehicle and a vehicle-mounted system, which may be applied in the field of electric vehicles, and can quickly and evenly heat a battery. The battery heating system (100) comprises: a temperature monitoring unit (110) which is used for outputting a temperature monitoring signal; a voltage conversion unit (130) which is used for receiving a first voltage (V1) inputted by a power source (20) or a second voltage (V2) inputted by a battery (30) to be heated; and a control unit (120) which is used for receiving the temperature monitoring signal and outputting a control signal. The voltage conversion unit (130) is used for performing step-up or step-down processing on the first voltage (V1) or performing step-up or step-down processing on the second voltage (V2) on the second voltage according to the control signal, so that: the battery (30) receives a charging current of the power source (20) within a first time period by means of the voltage conversion unit (130), the battery (30) outputs a discharge current to the power source (20) within a second time period by means of the voltage conversion unit (130), and the battery (30) heats itself by means of alternating between charging and discharging.
