A battery power supply apparatus is provided with: battery blocks (BB) each of which comprises a parallel circuit that has a plurality of series circuits, each of which has a rechargeable battery (B) and a cut-off element (F) connected in series, connected in parallel, and wherein each of the cut-off elements is cut off when an abnormality occurs on a rechargeable battery connected thereto, and cuts off the charging/discharging path of the rechargeable battery; a first detection unit (AA) that detects the value of the overall current to flow through the battery blocks; second detection units (VB) that are connected in parallel to the series circuits, and that are for detecting the block voltage values of the battery blocks; a setting unit (102) that sets a current limit value that is the upper-limit tolerance value for the overall current; and an estimation unit (101) that estimates the number of cut-off elements that are not in cut-off state as the number of valid batteries, on the basis of the overall current value and the block voltage values. The setting unit (102) sets the current limit value such that the current limit value will become smaller as the number of valid batteries decreases.
