A belt buckle assembly (100) and a weightlifting belt, belonging to the technical field of belts. The belt buckle assembly (100) comprises a belt buckle base plate (1), a pin shaft member (3), a ratchet wheel (6) and a handle ratchet (7) which fit each other, and a swing handle housing (2), wherein the swing handle housing (2) is rotatably arranged on the belt buckle base plate (1) by means of the pin shaft member (3); the handle ratchet (7) is rotatably supported and mounted on the swing handle housing (2); the ratchet wheel (6) is provided with a center hole and is sleeved on the pin shaft member (3) through the center hole; and the ratchet wheel (6) is provided with an unlocking slot (61). The belt buckle assembly further comprises a ratchet wheel unlocking mechanism, wherein the ratchet wheel unlocking mechanism comprises an unlocking assembly, which can move axially or radially along the pin shaft member (3) so as to be engaged into or disengaged from the unlocking slot (61); when the unlocking assembly is engaged into the unlocking slot (61) of the ratchet wheel (6), the pin shaft member (3) can rotate together with the ratchet wheel (6); and when the unlocking assembly is disengaged from the unlocking slot (61) of the ratchet wheel (6), the pin shaft member (3) can rotate individually.
