This invention is provided with: an averaging processing unit for acquiring video image data for a face image obtained by capturing the face of a subject, and for a specific region of the acquired video image data, averaging, across pixels, the difference components for primary color components in the specific region every given period; a variation acquisition unit for acquiring variations in each primary color component averaged by the averaging processing unit; and a detection unit for detecting, on the basis of the variation amounts acquired by the variation acquisition unit, blood flow or activity based on blood flow. It is thereby possible to detect blood flow or activity such as autonomic nerve activity in an easy, highly accurate, and contactless manner without special equipment.
