Provided are a brake motor and a method for manufacturing a brake motor such that brake torque can be increased. The brake motor 10 is provided with a braking mechanism 90 comprising: a motor cover 32 that is provided with an outer wall 322 which is provided such that the inner diameter of an inner peripheral portion 322a thereof increases with proximity to one side in the axial direction from the other side; a drum member 82 that is provided with an outer peripheral portion 82a which is located radially inward of the inner peripheral portion 322a of the outer wall 322 and which faces the inner peripheral portion 322a; and a brake shoe 83 that is mounted on the outer peripheral portion 82a. The inner peripheral portion 322a is provided with a blast-treated portion 322b which has been blast-treated by media which would contain large amounts of sharp edges upon impact among media which would contain large amounts of sharp edges upon impact and media which would contain large amounts of non-sharp edges upon impact.
