Disclosed are a buffered fishway capable of reducing harm and suitable for emergent flood discharge, and a buffer method. The buffered fishway comprises a fishway body, wherein a migration channel is provided in the fishway body; one end of the fishway body is rotatably connected to a fixing base, and the other end thereof is rotatably connected to a balance weight floating dock; and a plurality of swinging buffer plates are hinged in the migration channel. In addition, further disclosed is a corresponding buffer method. According to the present invention, the potential energy of a flood can be reduced to reduce the impact force for fishes, which effectively prevents the fishes in the fishway from being harmed by the violent impact of a flood during the flood discharge of a gate dam, and thus has a high protective effect for the fishes.
