The present invention relates to a burner with a plate having cooling and steam generating functions, the burner comprising: a burner body comprising a burner body assembly configured such that cooling water is introduced therein and discharged therefrom, and a fuel nozzle assembly contained in the burner body assembly so as to spray fuel and an oxidizer; a tip assembly comprising a first tip and a second tip, the first tip being coupled to an end of the burner body and having multiple oxidizer spraying nozzles radially formed therethrough so as to spray the oxidizer supplied from the burner body assembly, the second tip being coupled to the end of the burner body and disposed at the center portion of the first tip, and the second tip having multiple fuel spraying nozzles radially formed therethrough so as to spray the fuel supplied from the burner body assembly; and a plate unit coupled to an end of the tip assembly in an attachable/detachable manner so as to receive supplied cooling water and to cool tips of the oxidizer spraying nozzles, the plate unit receiving heat resulting from operation of the tip assembly so as to vaporize the cooling water supplied therein, and introducing the vaporized steam into a flame sprayed from the tip assembly, thereby lowering the temperature of the flame.
