The embodiments of the present invention relate to a call setup method and apparatus, relating to the field of communication technologies. The specific method comprises: a terminal sending a first message to a network device, the first message being used by the terminal for requesting the setup of an outgoing callan outgoing call; the terminal receiving a second message sent by the network device; the terminal sending a third message to the network device; and the terminal sending a fourth message to the network device, the fourth message being used by the terminal for confirming an incoming call. In the present solution, if the outgoing call and the incoming call collide, in a period of time during which the outgoing call has not been answered, the terminal determines that an outgoing call request message and an incoming call indication message are collision messages; and the terminal caches the incoming call indication message, releases the calling call according to the indication message received from the network device, and sets up a called call connection. The invention ensures that a user can preferably sense an incoming call request, thereby without missing an incoming call. The invention solves the problem that both the outgoing call and the incoming call are not answered in the case where the outgoing call and the incoming call collide.
