The present specification relates to a carrier-nanoparticle composite, a catalyst comprising the same, an electrochemical cell or a fuel cell comprising the catalyst, and a method for manufacturing the same, wherein the carrier-nanoparticle composite comprises: a carbon carrier; a polymer layer provided on the surface of the carbon carrier and having an amine group and a hydrogen ion-exchanging group; and metal nanoparticles provided on the polymer layer.
