Disclosed are a cell reselection method and a user equipment. The method comprises: a user equipment acquires a measurement list comprising same-frequency and/or different-frequency reselection parameters from a network server, performs signal measurement on cells under frequency points supported by the user equipment to obtain measurement parameters corresponding to each cell and identical to the types of the reselection parameters, and selects the cells of which the measurement parameters are better than the reselection parameters from the cells under the frequency points supported by the user equipment to form a target cell set, thereby selecting a first cell from the target cell set for retention. By implementing embodiments of the present invention, the user equipment can perform signal measurement on cells under frequency points supported in a measurement list, and select a cell for retention from a target cell set satisfying retention conditions, such that a relatively large amount of user equipments can be prevented from retention in a higher-priority cell, thereby reducing loads of the higher-priority cell to a certain extent, improving the inter-cell load balance, and improving the utilization rate of network resources.
