Provided are a clothes washing apparatus and a cleaning apparatus. The clothes washing apparatus comprises a clothes washing system (1) and a base bin (2) arranged below the clothes washing system, at least one side of the base bin being provided with an opening (21), and the opening being provided with a cover plate (3) driven by a driving device. The driving device can drive the cover plate to rotate so as to open and close the opening, and the base bin can accommodate a target mobile apparatus (4). When the target mobile apparatus enters the base bin from the opening, the driving apparatus can drive the cover plate to rotate and enable the cover plate to serve as a bearing plate for bearing the target mobile apparatus into the base bin. For the clothes washing apparatus and the cleaning apparatus, the overall height of the clothes washing apparatus is increased, providing convenience for putting clothes into the clothes washing system. In addition, a vertical space for arranging the clothes washing apparatus can be fully utilized, and an extra space for arranging the target mobile apparatus is not needed, thereby saving the arrangement space.
