Abstract:
Data without any joint can be acquired continuously from a decoding-side buffer (103) irrespective of change of bit rate by making the system delay constant even if the bit rate is changed when coded data (TS) is transmitted and calculating sequentially the amount of data (frame_bit [j]) outputted for each predetermined data unit.
